Bureaucrats tend to look at a situation and make a panic, knee-jerk decision with out taking the time to determine what is actually the best path. The only things they understand are metrics they can quantify (this will save us x amount of money), not how to actually fix the situation. Someday when you become a manger you will understand. On a personal level, just remember a teacher's impact on a student is difficult to measure. You never know what effect you are having on students. Many years from now, some of your pupils may have a favorable impression of the USA, or a positive attitude towards the English language, because of time spent with you. What's hard to deal with is that you will never know the long-term impact, nor will you get feedback. But in your heart, you must know this happens. That’s sad, and I’m sure disappointing for you.
